This Budget Bulletin provides an increase to the minimum wage for State employees consistent with the increase to the minimum wage provided to non-governmental employees by Chapter 54 of the Laws of 2016.
Specifically, Executive Branch State employees (including employees of the Office of the
Attorney General and the Office of the State Comptroller, but excluding the State University of New York, the State University Construction Fund and the City University of New York), as well as employees of the State Legislature and the State Judiciary, shall receive an hourly wage that is no less than:
- $15.00 per hour for State employees whose job location is within the five boroughs of New York City (effective December 31, 2018); or,
- $13.00 per hour for State employees whose job location is in the counties of Nassau, Suffolk and Westchester (effective December 31, 2019); or,
- $11.80 per hour for State employees in all other job locations (effective December 31, 2019).
The Office of the State Comptroller will issue a payroll bulletin detailing the automatic processing of pay rate changes to the $11.80 per hour rate for all eligible employees. The payroll bulletin will also contain instructions for submitting changes to the $13.00 per hour rate for eligible employees whose job county is Nassau, Suffolk or Westchester.
Agencies should be prepared to process all necessary compensation adjustments in NYSTEP. In addition, it is vital that agencies ensure that the employee’s job location is accurate in NYSTEP.
