|Established in 1987, the Nutrition Outreach and Public Education Program (NOEP) is authorized under Article 8-A of New York’s Social Services Law. Based on the clear correlation between adequate diet and good health, and the finding that a significant portion of eligible New York residents do not participate in existing federal food assistance programs, the NYS Legislature established a nutrition outreach and education program to raise awareness and ensure maximum participation statewide by eligible persons in federal and state food assistance programs.
The Office of Temporary and Disability Assistance (OTDA) is requesting applications from eligible organizations for the provision of a statewide nutrition outreach and public education program (NOEP). The goal of this RFP is to provide nutrition outreach and public education services in all 62 NYS counties, with particular attention to high risk areas and high risk populations in each county. The objective of the NOEP is to increase participation in the federal Supplemental Nutrition Assistance Program (SNAP) and other federal and state-funded food assistance programs, including but not limited to the School Lunch and School Breakfast Program, the Summer Food Service Program, Child and Adult Care Feeding Program, and Special Supplemental Program for Women, Infants and Children (WIC).
OTDA expects to make one award to an organization with the experience and capacity to deliver service statewide by subcontracting with providers experienced in conducting nutrition program outreach activities.
